Wrong Way Walker's Morally Bankrupt Budget puts insurance profiteers before the Badgered State's seniors and disabled. I urge our legislators to start fresh, throw out this garbage budget. Budgets are moral documents reflecting the priorities and values of those who craft them. WWWalker's budget was crafted with one priority, WWWalker and his tilting at presidential windmills. It wasn’t crafted with Wisconsinites in mind or even the Republican “Representatives” who Walker handed the impossible task of defending this disaster at home while he flits around the country flip-flopping, hiding the complete failure of his economic policies and pretending he’s presidential. WWWalker wants to abandon Wisconsin, leaving us here to hold the bag.

WWWalker created his $2.2B deficit with tax breaks for the wealthy that naturally failed to spur the economy as advertised and now he's whacking Wisconsin's seniors, students, scientists, disabled, workers, parks, citizen boards, healthcare and environment, to fix the problem he intentionally created while borrowing billions to hand to the road builders.

WWWalker is putting Wisconsin's heritage and values on his chopping block because he's not a bold leader, he's the Great Divider, he's not a good governor, he's a bad butcher! I believed we lived in a special state with a great heritage, forged by a people with vision and a shared sense of fair play and goodwill. Those illusions have been shattered in the last four years as I’ve realized that so many of my neighbors can't tell a "Rascal" from a hole in the ground. People of goodwill do not shove their radical agenda down their neighbor's throats. In the Wisconsin in which I grew up that would have been considered impolite. But there’s nothing civil about how WWWalker, his co-conspirators and sponsors have behaved or their divide & conquer tactics!

The very Wisconsin Idea has been attacked, intentionally, along with our UW System, our K12 schools and so many of the other shared attributes that made our state the cream of the Midwest. EXCERPT: ‘A Cesspool’

The MilES office allegations didn’t surprise Marty Beil, executive director of AFSCME District Council 24. He said there’s been a huge change in workplace culture at state worksites since Act 10’s implementation.

“Every state work site is a cesspool,” Beil told the Shepherd. “I’m not being facetious here. Workers are concerned with money and benefits but what has been happening at the worksites, the culture that has been established, has been more disruptive than these workers not receiving adequate pay increases.”

Beil said bullying and intimidation are rampant throughout state agencies. He said supervisors try to bully and harass outspoken workers so that they’ll quit or ultimately be fired. Worksites are short staffed, leading to high amounts of overtime and threats to privatize operations, he said.

“It’s like somebody switched a switch in 2011 and these supervisors and administrators all became ogres,” Beil said.

Also common is the lowering of qualifications for professional jobs, Beil said. For example, the Milwaukee Bureau of Child Welfare, run by the state since 2002, [Correction: the state took over this program in 1998.] has faced complaints about its handling of suspected cases of child abuse and high staff turnover. In response, it’s changed its hiring requirements for those who take initial assessments of child abuse. Previously, access and initial assessment specialists were required to be social workers. Now, those with a high school diploma can be considered for the job.

“What message does that send to the rest of the workers who have master’s degrees there?” Beil said. “And who’s going to get blamed when a person who has a high school diploma makes a wrong decision about suspected child abuse?”

I've been thinking that it might be fun to get some folks together and play a round on a Saturday or Sunday morning. It's FREE, it's low impact, it's fun, it's a nice walk in the woods, good exercise, I can show you the ropes and I have enough extra discs to loan out to anyonewho doesn't have one.

All you need to be able to do is throw a frisbee and walk 2 miles.
Round trip from B-town would be about 2.5 - 3 hours. Perhaps we could stop afterward for a drink, shoot the shit and get to know each other better.

Reporter Michael Isikoff broke the story Monday related the Wrong Way Walker John Doe II probe that Wisconsin's No. 1 Plutocrat John Menard Jr. gave the Wisconsin Club for Growths $1.5 million at the same time the WWWalker campaign was apparently coordinating with the WCFGs to run pro-WWWalker ads during the recall campaign in violation of Badgered State law. By the way that is more than TWICE as much as Gogebic Tachonite gave ($700K) two the Growths in return for the priviledge of rewriting Wisconsin's mining law.

So what did Menards get for their investment in The Great Divider? Up to $1.8 million in special tax credits from the WEDC - WWWalker's Economic Distristribution Corruptication - Gave Big Money at Menards! The richest man in Wisconsin also seems to have gotten a get out of jail free card from the DNR. Scooter don't want nobody to Stepp on his Sugardaddy!

Menards is the most environmentally fined company in Wisconsin. In fact, when John Menard was personnally caught illegally dumping hazardous waste he told then DNR Secretary George Meyer that he didn't believe in environmental regulation and didn't see any need to have the laws on the books. He ultimately paid a $1.7 million dollar fine. You and I would have gone to prison!

So if we shouldn't have environmental laws according Menard, then it stands to reason that John should have no objection to having us all drop off our unwanted household hazardous wastes in his parking lot! After all, he has no problem polluting our political environment for fun and profit.

EXCERPT: The Redesign Committee worked for several years, formed subcommittees focused on certain issues, and held many stakeholder meetings. Family Care was born as a result. It was in Governor Thompson’s 1999-2001 budget proposal, the product of several years of study and the development of consensus among stakeholders.

But when you are Scott Walker, who needs consensus?

Walker’s redesign proposal would eliminate some important aspects of the program. First, it would eliminate the IRIS ( I Respect, I Self-direct) program, which allows participants to self-manage their own budget for their care, providing the widest latitude to create an individual program within a budget. Second, it would replace the Managed Care Organizations that operate in various districts to run the program. It would restrict participation in Family Care only to those MCOS that can operate on a statewide basis. This is NONE of the current MCOs. To operate statewide, an MCO would have to have significant capital, the kind that only large insurance programs have.Third, it transfers oversight of the MCOs to the Office of the Commissioner of Insurance instead of the Division of Health Services. Fourth, it provides a means to eliminate the current Aging and Disability Resource Centers that provide help on a local basis to seniors and disabled individuals, by allowing this service to be contracted out. There are numerous other changes proposed that are too many to go into here.

You might ask, why the changes? Well, when you are Scott Walker, why not? He must have a good reason. Like, providing big business for out of state insurance companies and putting Wisconsin MCOs out of business. Reducing the size of government by eliminating the ADRCs. Or something like that. But definitely not improving services for elderly and disabled people. That is nowhere in this equation, or else he would have had them at the table in making the decision.

Yes, regrettably I must now use the word "impose" in the Wisconsin under the Great Divider and Gerrymandered Republicon Rule. Does the Anti-Labor Taft-Hartley Act Violate the 1st Amendment?

If Republicons realyy believed in Freedom and Choice as they proclaim they would work to repeal Taft-Hartley. But of course they only believe only in money, power and the MEtocray! Repealing the Republicon Anti-Labor Taft-Hartley Act would be a tall order anytime as it would surely be blocked by the GOPstructionist filibastards in the Senate. But could it be challenged on it's Constitutionality, specifically the First Amendment right to assemble?

First Amendment: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Surely I'm not the first person to think of this, but a quick search on the Googles did not yield any results for court challenges on these grounds. Taft-Hartley requires that the benefits bargained for by a Union are also applied to those workers who refuse to join the union. It further requires that the Union represent non-union workers if they have grievances such as a wrongful termination and if the non-union employee loses the case he/she can sue the Union for not representing them effectively. In other words, the members of the union are Forced to Associate with those who've refused to reciprocate by associating with (joining) the union. That's absurd! UNFAIR!

I'm certainly not a legal scholar, but it would seem to me that if an individual has a constitutional/legal right to not join an organization. Then the opposite should be the case as well, the members of such organizations should not have to be forced to associate/assemble with those who refuse to join. It's Only Fair. What other organization is held to the ridiculous standard? If I refuse to join a gym can I demand to used the facilities? Of course NOT! No Free-Riders. It's time to challenge this law in Court!

Getting rid of the freeloaders and their undo rights under TH would take a lot of the teeth out of RTW4Le$$ laws that have nothing to do with promoting Freedom. Their purpose is to undermine the incentives to join a union, ultimately weaken them and lower pay, benefits and worker protections on behalf of the Rulers, their Corporate Sponsors. You want the benefits of union membership, join! If not you get squat!

Scott Walker to Eliminate Freedom & Choice for the Disabled

In his disaster of a budget Gubnah Scott Walker moved to eliminate IRIS! No, not ISIS, that would require Wrong Way Walker to know where Syria is. IRIS is a state program that provides support for nearly 16,000 developmentally disabled, physically disabled or frail elderly citizens of The Badgered State who are financially eligible and have long-term care needs, helping them remain in the community and avoid institutionalization. Under the IRIS program these people get to manage their own care. They get to set their own priorities with the amount of funding they are provided. They get to hire, train and fire their own care providers, people that may perform personal care and hygiene services, cooking, cleaning, nursing. This gives them the freedom and choice (things the Republicons purport to believe in) to manage their own lives.

Under the budget, IRIS will be eliminated and people all over the state are in a panic because they depend on these services to keep them out of much more expensive institutions like nursing homes and no one seems to know exactly what will replace IRIS. It appears that the replacement program may use a managed care model, you know like an HMO and that insurance companies may be put in charge. That means the these neighbors of ours will lose their freedom to chose and direct their lives as those decisions will be made by others like case managers and bean counters. They may not be able to continue to see the doctors that they have chosen and worked with for years. Furthermore the people in our state who are working to provide these services to the disabled will lose their jobs.

Scott Walker's budget is horrible for Wisconsin and it's citizens and the elimination of IRIS is just one of the many reasons why!

Cram the Capitol! - 7 Reasons Why We Need to Gather at Our House Again

The RTW4lessssssssss Blitz Gesetz (Lightning Law) has sparked the move to Gather Again at The Badgered State's Capitol building (Our House!) this Tuesday and Wednesday. I want to explain why I believe we should go and Stand en mass!

Disclosure: I am not now, nor have I ever been a public employee or a union member. However I know that all of us benefit directly and/or indirectly from good public servants and workers who are treated fairly and compensated through pay and benefits that allow them to live and raise a family in a solid and secure manner, meeting their needs for decent food, clothing, shelter, healthcare, education, retirement and the pursuit of happiness. I will come back to this later.

Reason to Stand #1: Walker's Belligerent Budget. Wrong Way Walker, his disgusting budget priorities and his conceit that he has what it takes to be a decent president for all Americans is the primary reason that we need to show Wisconsin and the Nation what an Asshole Scott Walker and his enablers in the Gerrymandered, fALEC enthralled Republicon Ruled body that passes for "representatives" of The People in this current perversion of the American "Republic" are. 150 years of our proud heritage are being swept away in the blink of an eye by this corrupt, fundamentalist, southern baptist, interloper from Iowa who wants to turn us into Wiscossippi. His current budget provides the worst values that he's expressed yet! Anything "Public" is under attack by these people!

Four years ago it was Greedy Teachers that were public enemy number one. This time it's the good and learned folks at our great UW-System that are the Enemy Du Jour for the Great Divider. His "Heroship" needs an enemy to scapegoat for the disgruntled GOPster masses, so that he can Divide and Conquer.

They don't give a rat's ass about what half the people of Wisconsin want or believe. They won by a couple percentage points and to them that's the Key to their Kingdom. They will do what they are going to do regardless. But it is critical that we Stand.

Apparently Little League Baseball teams are held to a higher standard than are the Major League Traitors of the Republicon Party across our nation or here in The Badgered State. You see if your local officials redraw the district lines in LLB you get stripped of your victories.

But if you grossly gerrymander district lines to Thwart Representative Democracy like GOPsters across Merica and our own little Treasonist Robin Vos did here after the 2010 election and census, you get to keep your ill-gotten gains.

The Journal-Sentinal found in 2012 that: New election data shows that five of Wisconsin’s eight U.S. House districts, 17 of 33 state Senate districts, and 56 of 99 state Assembly districts voted Republican for president — even though Mitt Romney lost the state as a whole by nearly 7 points.

Nationally in 2012, Democrats received 1.4 million more votes for the House of Representatives, yet Republicans won control of the House by a 234 to 201 margin.

Yeah I know what the Republicons did was supposedly legal. Well so were the Treasonous actions of Benedict Arnold. And their gerrymandering ways are just one tool in the arsenal of for the Republicon War on Representative Democracy.
