While it is true that Bush was suppose to sign the 2009 budget into law, the Democratic congress larded parts of it up so much that Bush would've vetoed it. The spend'o'crats never sent it to him. Instead, they porked it up even more and The One signed the mess in March, 2009. Obama's signature, Obama's responsibility.
